Moving Windows over to SSD, disk image still too big

I'm in the process of moving the contents of my C drive over onto a newly purchased SSD using a disk image of my HDD and the recovery tool on a windows boot disk (my copy of Windows 8.1 is an OEM copy so I'm not able to use a disk to just reinstall Windows on the SSD).

My issue is that after multiple attempts of imaging the disk and then copying then using the recovery tool, the image is still seen as too big for my Kingston Hyper X 240 GB SSD.

I'm not sure why it's not working, does blank space get copied over during the imaging process? That is still a problem as I can't partition my C drive to be small enough to fit on the SSD.
