How can I access localhost from another computer?

I recently downloaded WAMP Server to view and edit wordpress but now I would also like other people to acess my localhost as an admin even if they are not in my network. can this be also done if they are not connected to internet and neither i.can this be done? if it can be then please help me out. Thanks in advance
