where to find netconlib reference?

I've been looking for reference to build an app that change network adapter sharing option,

then I found netconlib, but I couldn't find more detailed reference about that, all I know from googling is it's a COM class wrapper for "NetCon 1.0 Type Library" from hnetcfg.dll (?) but I'm still unsure what it is, and why isn't it listed on msdn ?
