Enable Firewall Rule in Win7/PS v2

It seems that New-NetFirewallRule and Enable-NetFirewallRule are new PS features not available in PS v2. Is netsh my best answer for V2 support? I have found references to enabling all incoming ICMP by adding a rule, but nothing about simply enabling one of the two default rules already provided but disabled by default, which seems odd. Why would you add complexity and repetition when something built in already does the job? Unless nets is gimped and can only add new rules, not enable existing ones? A follow on question is, why on earth is the default condition to allow pings when connected to a public connection, but specifically disable them for Domain and Private connections. Seems to me that is the opposite of good policy. Am I missing something obvious?
