Dynamic Port forwarding on Windows

I have been looking for information on a issue I am having with no success. Makes me wonder if I am trying to do something not possible. I am taking the OSCP course and I am trying to pivot into another network from a Windows 7 machine. I need to set up proxychains and do some dynamic scanning. I know how to use plink and ncat to connect to 1 port, but just like the ssh -D command for ssh I would like to forward to all ports.

I cannot install freesshd on windows 7, and I cannot use metasploit socks4. I need to find some other way to make this windows 7 a machine a socks4 with socat, ncat, fpipe, plink or if there is anything else I am missing.
