How to create a game like Make it Rain with Python

I love economic games like Make it Rain, AdVenture Capitalist, and those other ones. But now I would like to create my own. I know basic Python and LUA, and I want like to know how to create a basic game like Make it rain. I want it to be you swipe a dollar and you earn 1$ per swipe until you upgrade it and it upgrades how much you get per swipe.
