I am the ADMIN USER yet I don't have access

I am facing this issue in Windows 7 strangely. I formatted my system and now some of the pictures I can't open. It says I don't have access and some random alpha numeric named user has access. I tried takeown command, icacls command GUI method, nothing worked. SO I FORGOT IT FOR A WHILE. This time I downloaded an apk file in my downloads folder (to be specific) from Google Chrome. Now I can't send it to ZIP folder nor can I copy it! Same issue. 7-Zip says, access denied. Copying says ONLY MYPCNAME/MYUSERNAME has access to the file..
