Windows: script to create links for all executables in Program Files [on hold]

The idea is simple: have the ability to run any installed program by its executable name. Since Windows initially was designed with anti-shell goal in mind, the elegant solution is not easy to find. Maintaining PATH environment var for each installed program (when there are hundreds of them) is no-go. I guess, the best way is to run some script by a schedule (and/or after each installation procedure if possible) that will find all executables in Program Files and create corresponding symlinks (or .lnk files) inside Windows dir.
