How to show a open file wih popup programmatically

in my program I would like to set the default program for mp3-files to "Music Player", not with editing registry entries, but with a windows popup like in picture 2. This can be done with the control panel, but i wanna show just the popup, programmatically with c#.

Here's the popup shown, what I want to get (looks kind a different from picture 3, because I'm running windows 10):
