How to protect a path, to be created folders by other users

For a speicifc path, i want to users just to view the files but not create any folders on the path..

I did, Right click Folder -> click properties -> go to the Security tab and then modify the permissions for the other user that only they have Read permission.

But still others users able to create the folder on the specific path.

what is wrong in this step?
