Python file transfer happening with winscp gui but not with paramiko,fabric etc

From my local system I am able to scp file to a remote Windows machine using winscp tool but when I try with python scripts it is not working.

With paramiko it is throwing error Permission denied.

If anyone can share any working copy of a script would be helpful.

Note: Local machine: windows, remote box: Windows server
