How to start MySQL server binary to enabling federated storange engines?

I know its might be sound ridiculous, but i really confuse about this. I want to enable federated storage engines, but i found from MySQL docs that it suppose to start the MySQL server binary using the --federated option.

I don't know how i start MySQL server binary. Anyone probably can make me solve this to start MySQL server binary step by step. Thanks
