Use Windows Notebook as external Display OVER USB (windows to windows)

When I am "on the road" I'd often like to connect a second display to my notebook.


There would be a solution to buy a "normal" portable external DisplayLink Display, like the Lenovo lt1421p or 1423p. The downside of this solution would be, that they are somewhat expensive (around 160$ to 450$, for a 14" Screen) and the cheaper ones only have a resolution of around 1366 x 768, which is not much, compared to my 13" 1920 x 1080 screen (which I have set to 100% scaling ;))


Now I have seen that there is an app to connect your existing iOS or Android Device VIA USB (this is really important!) to your computer, to use it as an external monitor (the app is called twomon usb). However, I do not want to buy an android tablet, because I would prefer Windows 8.1.


Now my question: Is anyone of you aware of an application which enables me to use a normal Windows 8.1 Computer (Notebook or tablet, in style of the surface pro 3) as an external display on my windows 8.1 notebook, and have them connected and displaying the data over a USB (3) connection? I could then buy a full tablet computer, and not only an external monitor.


The reason why I absolutely want to connect them via USB, and not Wi-Fi, is, that today it is common that clients are seperated on public wifis, which means they can access the internet, but not access other clients on the same wi- fi. This would then make a wireless display useless.
