very long server time response in Wordpress in Windows Server

I need to run a wordpress website in a windows server because the content is refreshed from a JSON inside the server.

The problem is that the server time response is super long, like 30 secs.

How can I improve the time response from the server for my wordpress?

I have a own managed virtual server with IIS.
