Unable to install atom-beautify on Windows 7 64bit machine either within ATOM or via command line

I am unable to install atom-beautify for ATOM through apm on windows 7

I tried the fix on this page Impossible to install atom-beautify on Windows 7 64bit machine with apm and I get this error instead.

If i try to cloning http://ift.tt/1DqluXh repository normally in windows it works just fine

I have been able to install other atom packages like emmett-atom and jshint
