How to create OEM facory recovery partition like Dell, HP and Asus

Is it possible to create a factory like recovery partition myself just like the original computer that can access during the boot time by pressing F9 key or others?

I found some backup tools like backtracker, AOMEI OneKey and others but not sure whether they can do this.
