Can one bind a keyboard key to toggle the display on/off in Windows 7?

I am looking to mirror a functionality that I have on my laptop (Dell Vostro 3550) so I can better concentrate when working things out on paper while programming. On my laptop, I have dedicated keys which can be bound to allow the display to go to sleep.


Is there any way to simulate this functionality on a keyboard in Windows 7 using startup scripts or something to bind an unnecessary key to this? I wouldn't need it to work before logging in, so I have to imagine this can't be too difficult based on one similar experience I had in Ubuntu with binding the Scroll Lock key to turn on my keyboard backlight as Scroll Lock is not typically accepted input in Ubuntu.
